Your Path to Becoming a Payroll Compliance Professional (PCP)

The National Payroll Institute’s (formerly The Canadian Payroll Association) PCP designation is the foundation for a successful career in payroll. The PCP courses will help you gain an in-depth understanding of the legislative requirements to keep your organization compliant throughout the annual payroll cycle. When you achieve the designation, you join a growing community of supportive professionals and gain access to the resources you need to stay current and compliant.

The PCP designation requires three core payroll courses, an Introduction to Accounting course transfer credit and one year of weighted payroll work experience:

  1. Payroll Compliance Legislation
  2. Payroll Fundamentals 1 – Prerequisite: Payroll Compliance Legislation
  3. Payroll Fundamentals 2 – Prerequisites: Payroll Compliance Legislation and Payroll Fundamentals 1
  4. Introduction to Accounting - must be completed at a post-secondary institution
  5. PCP Work Experience Requirement Application (WERA) (a minimum of one-year weighted Canadian payroll work experience)

Program Description

The Accounting and Payroll Administrator program provides students with basic accounting skills and payroll skills and knowledge in all phases of the payroll cycle. With these skills, students will be qualified for junior positions in most organizations. Brighton College has partnered with the National Payroll Institute, to deliver the Payroll Compliance Professional (PCP) designation courses.

The program focuses on the enhancement of skills needed to work in a Canadian financial office, and the course devotes much time to providing in-depth coverage of Canadian fundamental accounting principles and Canadian payroll course sill training.

Completion Requirements

Students must earn a minimum score of 60% for each academic course completion. Students must obtain 65% on all National Payroll Institute’s courses and 65% on the Introduction to Accounting course to transfer to the Institute. Successful completion of all listed courses is required for program graduation.

Brighton’s Payroll Administrator Training provides students with basic accounting skills in all phases of the accounting cycle. With these skills, students will be qualified for junior positions in most organizations.

Brighton College has partnered with The National Payroll Institute, to deliver the Payroll Compliance Professional (PCP) designation courses. The process consists of three courses from the Association and Introduction to Accounting from the college. Once the student passes the three CPA exams and pays the transfer fee for the Introduction to Accounting mark, they will be considered a PCP Candidate. Effective January 1, 2015, individuals who wish to obtain the Payroll Compliance Professional (PCP) designation must have at least one year of weighted payroll experience obtained within five years prior or five years after the start of the Payroll Compliance Legislation course. The student must pay the membership fee when the student applies for designation. For more information regarding fees please visit www.payroll.ca. Students who do not wish to obtain the Payroll Compliance Professional designation may enroll in the Brighton College payroll courses. Students will be evaluated with Brighton College payroll assignments and exams.

The Payroll Compliance Professional Designation requires three core courses, one transfer of credit and one year of weighted, related work experience. Please see the requirements for completion order listed below.

  • Introduction to Accounting (required transfer of credit; offered at Brighton College)

Learning Objectives

Upon completion of your Certificate in Payroll Administration the successful student will have the ability to:

  • Understand financial reports and be able to record financial and use it to create basic financial statements.
  • Understand the use of financial information and preform basic interpretation of financial statements.
  • Understand and interpret rule and regulations required to function within a payroll office.
  • Perform day to day duties required by an employee in a payroll department.
  • Prepare payroll remittances and monthly reports to various stakeholders.
  • Prepare year end payroll reports.
BAF140 | Introduction to Accounting

This course introduces the students to the construction and interpretation of financial systems, records, reports and statements, including how vital accurate and complete financial data is for a business to ensure its ongoing success. This course is the first in a series of courses to build a solid base in accounting from both a practical and a theoretical perspective.

Duration: 60 hours, 3 weeks.
Prerequisite: none.

BAF150 | Financial Accounting

This course is a continuation of the work stated in Introduction to Accounting. This course provides students’ introductory knowledge about the construction and interpretation of financial systems, records, reports, and statements. It also shows how vital accurate and complete financial data is for a business to ensure its ongoing success.

Duration: 40 hours, 2 weeks.
Prerequisite: BAF140.

CPA050 | Payroll Compliance Legislation - National Payroll Institute

Upon completion of Payroll Compliance Legislation, the student will have a thorough understanding of the compliance requirements. The student will be able to:

  • Describe payroll’s objectives and stakeholders.
  • Identify an employer/employee relationship.
  • Apply federal and provincial legislation to payroll including:
    • The Canada Pension Plan
    • The Employment Insurance Act
    • The Income Tax Act
    • Employment Standards legislation
    • Worker’s Compensation Acts
    • Quebec-specific legislation
  • Communicate the payroll compliance requirements to various stakeholders.


Duration: 80 hours, 4 weeks.
Prerequisite: none.

CPA100 | Payroll Fundamentals I - National Payroll Institute

Upon completion of Payroll Fundamentals 1, the student will be able to:

  • Calculate regular individual pay.
  • Calculate non-regular individual pay.
  • Calculate termination payments.
  • Complete a Record of Employment (ROE).
  • Communicate all aspects of individual pay requirements to various stakeholders.


Duration: 80 hours, 4 weeks.
Prerequisite: CPA050.

CPA200 | Payroll Fundamentals II - National Payroll Institute

Upon completion of Payroll Fundamentals 2, the student will be able to:

  • Calculate organizational remittances to federal, provincial and third party stakeholders.
  • Prepare accounting documentation for payroll.
  • Complete year end documentation.
  • Communicate all aspects of organizational remittances, accounting and year end requirements to internal, external and government stakeholders.


Duration: 80 hours, 4 weeks.
Prerequisite: BAF140, CPA100.

Admission Requirements

  • High school diploma or mature student status*
  • Legal eligibility to study in Canada
  • Evidence of prior secondary or post-secondary education with English as the language of instruction, or provide proof of language proficiency from any of the following standardized tests: CAEL 40, CLB PT (Listening 6, Speaking 6, Reading 5, Writing 5), CELPIP (Listening 6, Speaking 6, Reading 5, Writing 5), IELTS Academic 5.5, TOEFL IBT 46, iTEP Academic 3.5, LANGUAGECERT Academic B2 level, or Duolingo English Test 95. Refer to Language Proficiency Policy for details.

*Mature Student is defined as an individual who is 19 years of age or older at the start of the program.
